This is a Community Message from Aylesbury Watch Office on Tuesday 13 July 2010.
During the last week an increase in domestic burglaries has been reported in Aylesbury Vale, particularly in rural locations - including offences in Wingrave, Cublington, Dagnall and the Bedgrove area of Aylesbury.
Generally these crimes have occurred between 9am and 4pm on weekdays, whilst the occupant has been out at work. Entry has been via the rear of the premise and property taken included small electrical items, jewellery, cash and handbags.
Aylesbury Vale Rural Neighbourhood Insp Emma Garside is asking for residents to assist the Police in remaining vigilant and ensuring suspicious activity is reported immediately. She said 'We are particularly interested in sightings of a black Vauxhall Astra or Vectra which may be connected to these offences. The vehicle may have 'NL56', 'NL58' or '03' in the registration number and has been seen with three occupants.'
You can also make your property less appealing to a potential thief - if you have an alarm, use it. Consider leaving a radio on, tuned to a 'talk' radio station. Ask a trusted neighbour to park on your drive if you are regularly out during the day and keep an eye open for any suspicious activity in your road.
If you do sight anything suspicious, report it straight away - if possible obtain a description of any persons and the make, model, colour and registration number of any vehicle. If a crime is in progress dial on 999. Officers would rather check a report of suspicious activity and find out that all is Ok than not get the call and discover that a burglary has occurred.
If you have any information in relation to these crimes or witness anything suspicious in your area call the Police Enquiry Centre on 0845 8 505 505 and state that you are responding to this Ringmaster Message.

OVING PARISH COUNCIL – WE NEED YOUR INVOLVEMENT
Parish councillor
Following the very sad death of Roger Ball we have a vacancy to co opt a parish councillor onto OPC. This is a great opportunity to get involved with the management of village matters and has a direct impact on many issues within Oving. The time commitment is to attend a formal meeting every two months and various ad hoc meetings as they arise as well as represent Oving occasionally at County and District events and briefings. It certainly provides a fascinating perspective on local life and is a very practical way of contributing to the smooth running of our village. If you would like more information or to register an interest please contact Ambrose McGinn Chairman on 641026 or ambrose_mcginn@oving.org
Chair Funding group
In addition to the above we also have a vacancy for a chair of the funding group. This role is to lead and coordinate the funding group and associated volunteers to maximise the fundraising for the proposed Pavilion. Many in the village are taking part in fundraising activities and over £30,000 has been raised to date which is an impressive achievement – and lots of fun on the way! This role would suit someone who has familiarity with organising social events and/or is comfortable to lead and delegate task to their team for agreed events. Energetic and social villagers interested in this post should contact Ambrose as above
Funding application coordinator
Seeking out and completing formal funding applications is a crucial element of our funding efforts. This requires a diligent approach to applications and an attention to detail to ensure we meet and exceed when possible the funders specific requirements. This role, reporting though the chair of the funding group, would ideally suit a villager who is comfortable with accounts and business plans and has time to donate to complete the applications to the required deadlines. Advice and guidance is available through AVDC and other bodies and there is a considerable amount of ‘content ‘ to draw from that has already been developed for various applications. Again anyone interested in this role should contact Ambrose in the first instance.
Playground improvement group
The work to identify the pavilion requirements has recognised that the playground is in need of serious upgrading and improvement. The Parish Council would like to carry out these improvements as soon as practically possible and in advance of the availability of the new Pavilion but take into account the positioning and facilities that it will eventually bring. To achieve this we would like to get together a group of parents of playground users to make a recommendation of what will best suit the needs of the children of the village. It would be ideal if we could have 4 – 6 parents from varying age ranges to form a group, work to a budget set by the PC and then make recommendations for discussion and adoption. Assistance is available from our clerk and specialist experts at local, county and from local other associations who know the inside out of the rules and regulations. The original building of the playground was a fantastic achievement made possible by very committed individuals in the village and it would be most appropriate to follow in their footsteps to rejuvenate a hugely important facility. If interested please let Ambrose know.
Parish Council update.
At the meeting on the 9th March it was agreed to continue with the street light replacement programme which will shortly see the lights in Bowling Alley improved. In addition we will improve the access to the Reading Room to allow disabled access, which is particularly important as it functions as a polling station and the current access is in poor condition. On the recreation ground it was agreed to install a concrete base under the cricket net and relay the surface to make is safe for use this season. Thanks go to Rachel and David Barnet for creating our new village maps, now on proud display in the cabinets around the village.
Thanks also to all involved in the ceilidh night fundraiser which was a great success and raised over £600.
Future Parish council meetings
Next Parish Council meeting will be the AGM on the 11th May. The Annual Parish meeting which everyone is cordially invited to attend for an update on all village matters and a report back from the Parish Council will be held in the church on May 25th. We look forward to seeing as many villagers as possible that can attend.

PUBLIC NOTICE
Ref: Sunday Football
The Parish Council at its meeting on 10 November 2009 received representation from 2 residents supported by a petition regarding the use of the Recreation Ground for football matches on a Sunday and the use of foul language.
The Parish Council decide to advise the organiser and the referee of residents concerns regarding foul language. This has been undertaken.
The Parish Council decided that The Clerk and a Councillor would monitor the next match, which would take place on the 6 November 2009 and report to Council. This was undertaken.
The Parish Council at its meeting on the 12 January 2010 decided as a result of the above actions it is of the opinion that as the Sunday Laws have been repelled over the years, and there are no restrictions on Sunday use by the covenants of the Recreation Ground, no actions would be considered which would preclude those that wished to pursue a healthy recreational activity. The Recreation Ground is a large under used area, which is maintained from the Parish Precept, and any income received from organised activities helps to mitigate the cost to all residents. The Parish Council took into consideration that football is a winter activity and organised matches on a Sunday are played 6 times a year for 90 mins. finishing by 12.30pm. Foul language is a concern and the Parish Council was of the opinion that it was more controllable with organised activities than ad hoc usage by members of the public.

Clerk to the Parish
Roger Ball
Roger Ball, the Oving Parish Council Chairman, lived in the village with his wife Brenda, at Melbreak, in Bowling Alley for 16 years until his sad death on 18th December 2009. |
 |
Born in Liverpool in 1947, Roger studied modern languages at Cambridge where he met Brenda who was attending a teacher training college. Their courtship was much assisted by Rogers ability to write poetry to her. They married in 1969 and had two children Juliette and Kester
Roger had a successful career in banking, which brought with it posts in several towns and cities including Liverpool, Blackburn, Newcastle, Hexham and London. Outside work Roger always had a keen interest in sport and particularly long distance running. A picture at his home shows him crossing the finish line in the St Albans marathon in 3 hours 21 minutes, a very good time for an amateur runner, far quicker than either of the recent efforts by two of our current Parish Councillors!
It was from St Albans that Roger and son Kester left in April 1989 to watch their beloved Liverpool Football Club at Hillsborough. In the tragic events before the game that day Kester was killed and Roger was injured. Understandably those events affected Roger profoundly for the rest of his life.
Soon after that both Roger and Brenda took early retirement and settled in Oving where they became firm friends with a group of neighbours they nicknamed the “Village People”. Since moving to the village Roger spent much time watching sport and was often seen on the touchline supporting Oving Football Club. He also spent time listening to music and model making but his business training and personal experiences proved invaluable in a new voluntary role of counsellor to the bereaved families of road accident victims.
In 2003 Roger became an Oving Parish Councillor where his accounting skills were particularly appreciated. He soon took on the role of Chairman of the Recreation Ground committee and later the chairmanship of the committee responsible for fund raising for the new pavilion. Earlier this year Roger was unanimously elected Chairman of the Parish Council, a role he took on with pride and carried out with great dedication, despite deteriorating health.
For the past few months Roger’s sporting interests were directed more towards watching cricket, particularly at Lords, but he also enjoyed a new project, researching and writing in the Parish Newsletter about the sporting events, and the people involved, in Oving in the 1950s
Rogers packed funeral service included tributes from three longstanding friends who painted a picture of a highly intelligent, yet loyal and generous friend but above all a family man who will be very sadly missed. |
